THE DEPUTY OF PARLIAMENT ATTENDED TO MUNICIPALITY BUDGET HEARING

The event is organized under initiative of Economic Research Center

Economic Research Center (ERC) conducted budget hearing at partner Timiryazev municipality of Guba region. There were roughly 80 residents participated at budget hearing. In addition, Vahid Ahmadov, deputy representing # 52 Guba electoral office at Parliament also attended to this hearing. The facilitator of budget hearing was Galib Torgul, project coordinator. Initially, Mahammadov Eldarov, the chairman of Timiryazev municipality delivered opening remarks and conveyed his thanks to local residents, deputy of Parliament and project coordinator from ERC as well. Afterwards, the municipality accountant, Zahir Gasimov reported about the implementation status for 9 months of 2012 budget. He noted that the budget revenues for 2012 were forecasted as 26982manats and the real revenues amounted as 23 718 manats within 9 months for 2012.Z.Gasimov underlined that approximately 1,5 km road of Zizik village was repaired, and residences were supplied with drinking water in the last 11 months of 2012: “ Currently, all areas under the authority of Timirzayev municipality were supplied with sewage system and drinking water lines”. Furthermore, the accountant of the municipality also emphasized that construction of promenades in juncture with center of Guba region, including painting of walls, electric posts, and other similar renovation activities. Z. Gasimov also touched upon certain issues: “After construction of sewage and water pipelines the inter-village roads became unusable and they need to be re-constructed. At the same time, construction of gas pipelines to new settlements and supply with electricity are still remaining unresolved”.  He also revealed forecasted budget indicators for 2013 as well and stated that the budget revenues is estimated as 78 750 manats for next year. Later, discussion sessions with participation of local residents was launched. VahidAhmadov, the deputy of Parliament responded to the questions of local citizens and listened their problems. Among mentioned problems were the conditions of education centers, targeted social assistance and construction of roads. The deputy emphasized that he is regularly following the problems of Guba region, including Timiryazev municipality. V. Ahmadov also noted that he conducted meetings with heads of various state agencies in order to allocate 15 hectare land field for residents of Timiryazev municipality: “I am pleased to say that this problem was resolved. Currently, the construction of sewage and drinking water pipelines are jointly implemented with local executive committee. Azerbaijan is newly gained its independence and therefore, some countries look askance to the statehood of our nations. The only friend of Azerbaijan in the region is Turkey. That is why we are implementing all our big projects with Turkey. The deputy also mentioned that he is aware of problems regarding fruit selling. V. Ahmadov advised to the municipality chairman to create cooperatives under the initiative of the municipality. During the event, the deputy heard all social problems and feedback of local citizens and mentioned he will support the solution of these issues. In addition, he also underlined that the municipality also should contribute its best in order to overcome existing issues.
