Gubad Ibadoglu provides expert services to the Government of Kyrgyzstan
Gubad İbadoglu, a member of Management Boards of the Economic Research Center and National Budget Group participated inbudget debates in Kyrgyzstan in February and March this year.The aim of the visit organized with in the project “Support for Increasing Budget Transparency”with financial support of United Nations Development Program and USAID was to give technical support to Budget Code draft improvementand program budgeting. Within the activities carried out in this direction,the international expert was a keynotespeaker during hearings on the Budget Code in Kyrgyz Parliament,and voiced concrete proposals toimprove the Code.
Analytical notes prepared by Ibadoglu on the budget program classification Kyrgyzstan launched in2012, and the preliminary resultswere discussed at both the parliamentary and government levels. The expert conducted trainings on the subjects of program budgeting and its monitoring in orderto increase knowledge and skills of government agencies and specialized non-governmental organizations (NGO).
As part of the visit to Kyrgyzstan,the expert also held meetings in Standing Committee on Budget and Finance of Jogorku Kenesh (KyrgyzParliament), Ministry of Finance and Accounts Chamber in order toprovide support to Kyrgyzstan to further improve its position in Open Budget Index. According to thepreliminary assessment by the expert, fruit ful cooperation between civilsociety and government, Parliamentand the Chamber of Accounts willultimately improve the Open Budget Index in Kyrgyzstan.
