The Municipalities of the Northern Region benefits from the experience of automation of local tax and payments

The leader of the project Gabil Togrul and the expert Rajab Imanov have visited to 10 partner municipalities situated in Guba and Khachmaz regions on April 21-22, 2014 within the framework of the project titled “Improvement of transparency and accountability, budget and financial management in municipalities, as well as the mechanisms of citizen participation in villages and cities” implemented by the financial support of the Economic Research Center (ERC) and the German International Cooperation Organization (GIZ). 

The purpose of the visit was to conduct monitoring of condition of operation of the “Transparent Budget” Program – the technological product of the Economic Research Center.
In the first day of the visit, meeting was held with the chairmen and servants of Lajat, Pirguluoba, Ashagi Zeyid, Godakli and Gimilqishlag municipalities of Khachmaz region and in the second day of the visit, the meeting was held with the chairmen and servants of Digah-Khujbala, Talabigishlag, Timiryazev, Igrig and Valvala municipalities of Guba region. During the meetings, the monitoring of condition of use of the program in the partner municipalities was conducted, discussions were conducted and recommendations were given in respect to the difficulties encountered by the local self-government authorities.
The trainers of the Center have conducted training in respect to application of the improved version of the “Transparent Budget” Program for the representatives of partner municipalities situated in Khachmaz region on April 28, and for the representatives of the municipalities situated in Guba region on April 29.
The leader of the project Galib Togrul delivered a speech with the presentation on the essence and priorities of “Transparent Budget” Program. After the presentation Galib Togrul provided detailed answers to the questions of the representatives of the municipalities (in relation to achievement of the program, its use and safety).
The expert of the project Rajab Imanov demonstrated the “Transparent Budget” program to the participants. Rajab Imanov provided visual examples to the participants of the training on formation of base of the program, inclusion of tax and charges and on informative results of “General Debt”, “Payment Notice”, “Personal Account” and etc automatically prepared by the program. After the trainer having answered the question on the above stated directions, the representatives of the municipalities have demonstrated their abilities to work on the program in individual manner. Then, the results were discussed mutually.
