“Transparent Budget” is successfully applied in the municipalities around Baku
The experts of the Economic Research Center (ERC) have conducted training for the representatives of 10 partner municipalities located around Baku city on April 24-25, 2014.
The training was by the financial support of the German International Cooperation Organization (GIZ) within the framework of the project titled “Improvement of transparency and accountability, budget and financial management in municipalities, as well as the mechanisms of citizen participation in villages and cities. The purpose of the training was to improve the knowledge and experience in the direction of use of “Transparent Budget” Program – the technological product applied in the partner municipalities of the Economic Research Center.
The representatives of Pirshagi, Lokbatan, Alat, Sahil, Khojahasan, Mushfigabad, Bina, Gala, Zabrat and Ramana municipalities have taken part in the training. In the first day of the training, the participants were provided wide information about the rules for use of “Transparent Budget” Program.
The rules for use of the Program were explained in three stages. In the first stage, the processing of data about the tax payers in the base was explained, in the second stage inclusion of payments in the program was explained and in the last stage, the rules for use of results processed by the program after inclusion of data base and payments were explained. The questions of the participants were answered after presentation of each stage.
In the second day of the training, the participants have used the Program in the laptops provided to them freely, they applied their knowledge in practice. They conducted joint discussions on completion of the base of the program, processing of payments in the program and the processed results.
