The training on increasing citizenship participation was conducted for municipalities around Baku
On July 30, 2013 the Economic Research Center ( ERC) arranged training on "Increasing public participation in the municipalities and codification of local tax payer" for representatives of 10 partner municipalities around Baku with financial support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
The representatives of Sahil, Khocasan, Bina, Pirshagi, Ramana, Lokbatan, Zabrat, Gala and Alat municipalities attended to the training. The expert Dunya Jamalova delivered opening remarks and talked about the advantages of public participation, mutual credibility between municipalities and citizens, effective usage from the resources of municipalities, identification of community needs accurately and other issues.
Afterwards, the trainer analysed the normative-legal base and touched upon the municipality legislation in terms of public participation. She also recommended participants to benefit from “Code of good practice for civil participation in the decision-making process” developed by the European Union. Dunya Jamalova mentioned that “About public participation” draft bill was passed under second reading of the Parliament. She said it is not plausible to classify local executive committees along with municipalities in the draft bill.
The second part of the training was led by the project coordinator assistant, expert Rajab Imanov. The trainer talked about relevant changes made to legislative acts on codification of local tax payers. He demonstrated the Local Tax Payer Code based on the examples.
